Mega Man ZX3 Was in Development at One Time, Says Inti Creates

During an unsuspecting Christmas livestream, the gang over at Inti Creates casually dropped a bomb: Mega Man ZX3 was once in development under the code name "ZXC". 


 

The topic came up during the Mega Man 9 portion of the stream (around 1:13:38). Inti Creates president Takuya Aizu complimented Yoshihisa Tsuda for how "smooth" Mega Man controls. Things took an interesting turn from there. Check out the transcript below! (translated by Sidier)


Tai Toshiaki: You made the player character [Mega Man], right, Mr. Tsuda?

Tsuda: Yes.

Toshiaki: And it moves very smooth, no?

Aizu: It does!

Toshiaki: The best Mega Man-- 

Aizu: Well, you know, Mr. Tsuda made ZX3's player character, right? He was working on the ZX3 player character and then brought what he had to Mega Man 9's player character. It was in the middle of ZX3's development. [note: Aizu isn't referring to ZX3 or MM9's *literal* playable character(s). He is referring to the technical mechanics behind player-controlled characters. How they move, how they feel, etc.]

Tsuda: I-is it okay to talk about this topic? Is this a good idea?

Aizu: There is no such thing as a "ZX3" game! [laughing]

Tsuda: Well--

Aizu: Because the right name is ZX "C"!

Tsuda: Yes. Amazing.

Hiroki Miyazawa: Amazing, yes.

Aizu:  I am the drunkest. (laughs)

Tsuda: I'm certain the project's code name was "ZXC".

Aizu: But that's it, isn't it? Mr. Kou... Young Yabe... Mr. Yabe wrote the setting materials. 

Tsuda: Yes, yes.

Aizu: Yes indeed.

Tsuda: Well, he was preparing things to make it right away.

Aizu: Sure. He came up with a lot of places for the game's world. No; I guess we shouldn't be talking about ZXC.

Tsuda: It's obviously a bad idea! But, uh, well...

Aizu: I'll cut it up in the archive later. [i.e cutting the ZXC comments from archived version of the stream. He didn't.]

Tsuda: If the fans wanna complain, talk to Capcom!... kidding!

Aizu: Those involved in the decision [cancelling ZX3/ZXC] have left Capcom by now anyway! Mr. Inafune isn't there anymore to begin with!

And there you have it. 

So to sum up, Inti Creates were developing a third Mega Man ZX code named "ZXC" around 2008 or so. ("C" probably abbreviation for the game's subtitle à la Mega Man ZX Advent) Yoshihisa Tsuda was working on ZXC's player character(s) with Mr. Yabe drafting the game's setting materials. Partway into ZXC's development, however, Tsuda's work was transferred to Mega Man 9. We can infer ZXC was cancelled around this time. 

There's a lot to digest here. And a lot we still don't (and certainly want to) know! I can do some poking around. I'll see what I can come up with. But - man. How do you guys feel about all this? And after so many years too!

Maybe I'll follow Aizu's lead and crack open a cold one.

    1. They can't cause Capcom does not want to work with Inti anymore, despite Inti having no hard feelings towards Capcom and is willing to work with them if asked. Only Capcom at this point can revive it and who knows what would it be life if they did.

  2. Are you SURE they weren't referring to the ZX Collection? Japan can be very hard to translate sometimes. I feel like when they mentioned "No such thing as ZX3" and "the right name is ZX "C"!" kind of leaves me to believe they had no plans for a 3rd game, but were in development of the Zero/ZX Collection. Though I can be wrong, what else could the C be? Collection was just the first thing that came to mind. I could name a bunch of C names/titles, and they all could be wrong. Even if there was a new ZX3 in development today, it wouldn't be the same because the original company split up. Capcom just loves leaving cliffhangers in their games.

    Though the video upload date is recent, so it could mean anything. *shrugs*

    1. Yes. Although Aizu was having a bit of fun there, he is definitely saying something to the effect of "we weren't making ZX3 but ZXC". Same as saying there is no ZX2 but ZXA. The conversation is focused around Tsuda's work on ZX3 being transferred over to MM9. The bookend the convo by talking about Yabe's unused setting for ZXC.

  3. I hated the ZXA twist that Model A stood for...Albert, rather than Axl. I can still headcanon my way into making it Axl anyway, but I wish they'd fully committed to it. As for the C, only thing that comes to mind is Craft. I liked his character a lot in Zero 4. Perhaps his involvement with Ragnarok led to the creation of his own biometal somehow, similar to Weil becoming Model W.

    1. Unfortunately as much as that should be the case, the character is Kraft in the japanese version, so the C is probably referring to another character, maybe Ciel herself since I think she is the only major character whose name starts with C.

    3. While that story idea seems like it could work, the C being Craft probably can't since his name is romanized as Kraft in the Japanese version.

    4. Model A is Axl as far as I am concerned. The whole "Model Albert" thing is not only hated by Model A himself but it's also completely contradictory to what a Biometal is. Model A obviously cannot contain Albert's soul while Albert is still alive. Furthermore, all of Albert's pseudoroids, as well as Prometheus and Pandora, draw their power from Model W. Model A doesn't, so Model A's own combat abilities must come from somewhere else. That "somewhere else" cannot be Albert; he has no innate combat abilities of his own.

      X and ZX developers being conscientious of each other actually explains why ZXA cannot go into Model A's past beyond Albert. It is true that Axl's fate is ultimately unknown, but his powers and experience are fact all the same.

    6. He acts like Axl. Like when he was being impatient and in a hurry to get after the enemy, just like Axl's over-enthusiasm when eager to hunt mavericks. It is pretty obvious it is him, the looks, weapon style, and personality.

      I think Hypershell has got it down. I've known since I played it in 2007 it was Axl's soul, even if he had amnesia. It is so obvious. It surely isn't albert since Albert's consciousness was not inhabiting it, so who else would it be?

    7. He shrugs off things like Axl did at the beginning of X7 and has an 'I don't care' attitude and whines a lot like Axl. In any case, it is painfully obvious it is him, and the character when merging looks just like Axl with his copy ability duel pistol and all. It is not Albert at all. Some aspects of the personality, looks, weapons, copy ability, starts with A... The clues are many. Biometals work by acting as a container for a cyber elf, and we know Albert isn't contained in there. Let's not pretend it isn't him. What more clues are needed? Also in the 25XX, I doubt most would know Axl by name, and probably even has amnesia himself. Clearly he isn't as big a deal as X and Zero,, but enough for some fan service.

Nice that Capcom planed on making a third installment for the Mega Man series that both "ended on a cliffhanger" and "cuncluded", which happens to also be the Mega Man series with the fewest titles. As for what the C stood for, since the third one had the blue hero and the red second banana, and the second one had the black third banana, I'm assuming C would have stood for model C (for Ciel, the female lead of the Zero series). And maybe Prairie could be the user.

    2. How would Model Ceil work on Prairie if she is a Reploid and Ceil was a human....? How would they extract her (Ceil) "DNA data" to create the Biometal in the first place when it is a process for transferring Reploids from Cyber Elf tech?

    4. Or genetically modified to increase lifespan. In fact, I think there is mention Ceil was genetically modified, one reason she was so intelligent at a young age. In the real world, some kind of gene tampering would be required to make a human have anti-aging and revert back to a younger prime, or live centuries.

    2. Yeah, can he demonstrate crowd funding won't work? An assertion without explanation doesn't say much. Of course a developer shouldn't be stingy enough to demand people pay for it twice by crowd funding then having to pay for the game when buying it, and if crowd funded, lowering the price of the game is only fair.

    5. Well instead of cheap mobile garbage, they need to make PC and console games made for the big screen and a proper controller. How the standards of so many have fallen nowadays to where one is content straining their eyes on a tiny screen where a game will lack a lot of detail because the small screen shrinks a lot of details, else forces developers to make textures lower detailed if only made for a mobile vs a hybrid system. Even when games were on handhelds, I just bought an addon where I could play it through a console (like the Gameboy Player for GameCube (used it to play the Zero games in the mid 2000s) or the Super Gameboy for the SNES (used that in the mid 90s)), else I will use an emulator these days, but not for a phone since I won't waste time on a game made for that, but a 3DS game on an emulator using an XBox 360 controller is nice. These days, they want to be cheap and be half assed by making it for a puny device vs a console or PC. For the most part, when I play a game or watch something, I do it on my 27in monitor and custom built PC, which puts any mobile to shame, and can use any controller I choose, just like mapping a wii controller to the gamepad or download a gamepad profile from someone else for a specific game so no one is forcing me to be on a tiny screen and using a controller I hate (I played Metroid: Other M recently that way for the first time and beat it through my PC).

    8. And yeah, like Shrap, I too want non-mobile main timeline canon games retaining the gameplay. If crowdfunding is what it takes, let's do it vs the 'it will never happen' attitude that could in a sense act as a self fulfilling prediction in some things. More should show interest in ZX then, and if we are real lucky, albeit a bit of stretch, this Taisen game is Legends 3 in disguise so they don't make the mistake of raising hopes only to can it again and don't reveal the title until near release to be sure to avoid that repeat of a mistake of 2011.

      If Capcom is smart, they would stop with the BS and make what we all want, which includes sequels to Classic, X, ZX, and Legends most of all. Doesn't feel like a revival with only MM11 being a true MM game in the past 3 years; I expect better and more titles faster, and shrap and I actually were alive playing the games when they came out in the 90s and even late 80s, through the 90s, and well into the 2000s, and not on some puny screen (granted I never touched the Gameboy MM games). I wonder how many here were playing them as children all the way back then. Lagacy collections are for those who never had the chance to play them way back then, 'assuming they most didn't use an emulator prior to that'. Granted I truly got into it in the early 90s, and prefer X more, Zero, etc than classic, classic is good too, I did play MM1 in the late 80s while not even knowing what it was since a friend of the family rented it, and remembering how hard Ice Man's stage was way back then, back when MM was harder. I liked how MM was in the 90s and 2000s before titles got scarce. Back then it was far more alive and frequent, yet good enough quality. MM11 was pretty good though recently. I wonder how much covid actually slowed the next title down.

    9. something no one ever really considers about crowdfunding a game like this, is that it doesn't have to be capcom crowdfunding or publishing the game. there are licensed mega man games y'know? nothing stopping an entity like the rockman corner reaching out to capcom about licensing a ZX game from capcom and hiring inti-creates to make it.

      I have looked at it from that angle many times. Capcom has a problem. They have a damaged relationship with their audience. In the case of ZX3 and legends 3, crowdfunding is prob the best and ONLY way out, to shut people up, close the book, move on, get it made, give it closure, etc. I've seen it done. Your selective amnesia doesn't change the odds. Nor does guessing based on past sales of miracle titles (with sequels mind you).

      You also ignore fans willing to pay more than market price using the crowfunding model. I'd put down a hundred today if I could.

      I've nothing more to add. I grow weary of pointless back and forth. If it ever comes out, its up to you to keep your wallet closed. That will show me.

    15. And you clearly are so sure of yourself. Don't assert something like that without evidence. They can repurpose existing staff to do it + with our tech and tools, assuming the game is not high budget, it would be easier to make than back then. Be more efficient with the tech and you won't need as many people. Use some imagination vs defeatist. Also who is to say you have seen game development? You go by 'unknown' and calling one's self that comes across as a bot or not to be taken seriously. Also calling yourself 'unknown' doesn't make you look legit. I would recommend that they make it a rule here that one must be required to have a screen name to post since then we don't got a bunch of people calling themselves one thing.

    16. I would argue though that I don't want closure that soon. Ideally they would go beyond Legend 3 and ZX3, maybe additional main time line series, and the like. They left plenty of time in between ZX and Legends where they could easily fit in more series, which was probably why they made the time gap between X and Legends so large for such wiggle room (at least a couple thousand years that could pass even before the elder system, let alone the master system and Elysium is built before the Master's 3000 year lifetime on Elysium). That would of course depend on how well they sale, but if crowdfunding is the only way to ensure it at least comes out, then so be it. If they conclude it like the Zero series, they can still make new main time line series though that can be before and after Legends, though they said Legends was supposed to be the end of the main timeline.

      There'd be snarky takes all over about how Capcom was holding this new game for ransom, and how they were deliberately framing it as a "crowdfunding campaign" to save face.

  6. And if smart, they will start it up again. I only hope the collection sold well enough. I bought it on steam. That might help their rep revive vs cancelling certain games and leaving us hanging. I'm guessing the problem was ZXA had so many forms and the hassle of changing forms made ZXA less popular, so they had second thoughts. I remember when I was part of the Megaman Network forum under the name 'High Max' and was told that X9 was also in early stages of development in 2005 or something. Capcom loves canned MM games.

  9. This story is consistent with the criticism that Inafune has always been more of a businessman than a game designer. If a game sells terribly, it makes sense to cancel its sequel and salvage components of its development. But was that the best idea? I mean, this is a guy who designed Rockman & Forte to be one of the easier entries in the franchise, but it came out as one of the hardest. I hope his friends know what they're doing by openly attaching him to Azure Striker Gunvolt 3.

    1. Inafune's godlike! Things really only turn crap when he is NOT directly involved. Also god bless Rockman & Forte a beast of a game in terms of content and quality.

      Just to correct the latest misdirection on Inafune presented in the comment above (like usual) he didn't want to make R&F "easy", Inafune wanted younger non self-funded gamers to partake in modern Mega Man without shelling out for a new high end (at the time) system and because he has respect for all gamers he didn't make a dumbed down entry. Hard=/Old Head, In fact the comment above is structured to have you believe that Inafune is inept at following through with his ideas by making the opposite of what he intends but the example used to showcase this proves the exact opposite. Not only did he give 4th generation gamers a very close approximation to MM8 in terms of presentation (a feat all on its own) he explicitly 𝐰𝐚𝐧𝐭𝐞𝐝 to give the the most hardcore game his team could produce. He flatout stated this.

    3. Inafune is a literal thief that stole Megaman's Concept from Akira Kitamura, Inafune is just a glorified art designer who went and created an indie corp based on one of the worst scandals of Video game crowfunding to ever be released, MN9.
      Of course he was always a businessman, who only sees if something is redituable or not. Despite the obvious lack of quality.

      I gotta debunk more Keiji Inafune misdirection and falsehood. Not only did Keiji Inafune not steal Mega Man's concept from Akira Kitamura he flat out stated he is not the creator of Mega Man, so that is a flatout lie. Second he DID create Mega Man, he created the character in every way that a co creator could. He gave him his original official refined character design and made the vast majority of original spritework that is recognized as a gaming cultural icon to this day as well as set the art style a good chunk of the franchise followed in the steps of and is now renowned for (yeah glorified).

      Second, people shouldn't be remembered by their sparse failures, that is the definition of nitpicking. Shadow of Rome, Onimusha, Lost Planet, Dead Rising, Breath of Fire etc etc... I agree that Mn9 crumbled under the weight of Inafune's (bad business) ambition (even then it wasn't Sonic 06 bad), but that is an outlier. How are you gonna disregard ALL the other plethora of successful and or beloved titles Inafune played a critical role in???

      The petty man who originated the businessman comment IS the actual businessman, all he did was take what others at Capcom created as a team and claimed ownership of them (no humility at all), storm off and offshoot them. He for example didn't create DMC and only ever work on the first entry (the only game he made that ever saw market success without extraordinary aid at Capcom BTW) whether it be his DMC knockoff Bayo or his lackluster VJ meets Pikmin, he is void of creative juices and rides the coattails of others like a proper businessman would. Inafune is such a businessman that the second he leaves creative roles and tries to make his own business it crumbles within a short time, yet PlatinumGames is thriving and making business deals left and right with nearly every major developer for licensed work? Doesn't make sense.

  10. Given that the second game was called "Advent", "Climax" is likely what the "C" stood for: "Mega Man ZX Climax". It probably would've finished whatever story (stories?) was going on between the games.

  11. Man, I would love to see a ZX3/ZXC, but...I kinda get it. ZX wasn't exactly selling so hot. Even so, I'd definitely want Capcom to pick the concept back up after some cooldown time.

  12. Capcom would have something good going for them if they brought this series if just for one game to give fans a proper closing and not leave it at a cliff hanger. They should really work with inti to get this done. Im amazed no one has started a petition or something along those lines in order to get the attention of capcom. Sure it would more then likely be in vain but even the smallest chance possible is still may happen.


    Man what i wouldn't give so we could get a real ending to one of the good parts of the ds megaman games. Hell it wouldnt cost to much if they used same engine or what ever that gunvolt uses. Hell the game are similiar

    1. Personally I believe that Gunvolt was indeed a "remaster" of ZXC after ZXC was rejected by CAPCOM.

      The secret ending of ZXA may lead to a world in where Biomatches were feared by normal humans and therefore strongly supervised by government - just like how adepts being treated in Gunvolt world.

      Also, the secret ending suggested that Master Thomas may have obtained all 8 Biometals (V, X, Z, A, H, F, L, P) and making them 8 bosses respectively, while earliest design of 8 bosses in Gunvolt (yes, there were 8 of them instead of 7) just resembled the Biometals:
      Model V - crazy - gluttony (became Stratos later)
      Model X - holy light - vainglory (became Elise later)
      Model Z - lightsaber - pride (became Jota later)
      Model A - double pistol - lust (became Zonda later)
      Model H - electromagnetic power - avarice (became Carrera later)
      Model F - fire - wrath (became Viper later)
      Model L - water wave - sloth (became Merak later)
      Model P - shadow - sorrow (removed from the final game)

    2. Model P may have become Nova. Yes, technically there ARE 8 bosses in the games, but one of them is the leader, who is NOT the genuine final boss. LAiX plays hard and fast with it, where the "leader" can't even move, and the final boss is this time indeed the true leader.

  14. I feel that all of the people who are saying that ZXC should be developed anyway don't understand just how much of a miracle it was to even have the Zero series to begin with.

    Unless you want ZXC to be developed purely by Capcom and have no input from Inti Creates whatsoever, I can say this much: It ain't happening, and not because of some idea that Capcom is a belligerent company that "hates their fans".

  15. Laaaaame! I'd rather have gotten ZX3 instead of MM9. ZX3 would have moved the series forward. Instead MM9 devolved it back to NES, and we're still stick there to this day.

    And no, MM11 wasn't enough of an evolution. I want them to move away from the overrated classic series already.

    2. I agree that ZX3 would have been better (I would prefer big screen and gamepad, else use an emulator though to accomplish that). It was dumb to make MM9 8 bit style, even missing slide and charge shot, which seriously limits what they can do with the game. They were smart making MM11 modern in appearance and special effects. This isn't the 80s. A one trick puny gets old. Sure, the game is ok, but still, let's move forward, not backwards.

      Capcom’s biggest mistake was underestimating the fan’s love for story, characters and lore and not paying off everything they built up. I bet that if Legends 2 didn’t end with Volnutt stuck on the moon (among other loose ends), the fans wouldn’t be as up in arms with a lack of a sequel. ZX? Same problem. X8? Fans want to know Axl’s fate.

      Capcom should’ve taken a more episodic approach, making sure all loose ends are tied up at the end of each game, especially when they knew their sales numbers weren’t getting any higher. They could still allude to big events like the elf wars, but do what the Zero games did and explain it in back story. Heck, it’s there’s a reason why the movement for Legends 3 is called “Get me off the Moon!”, people want conclusions! I know for a fact I’d be satisfied with no more X, Legends or ZX games if they would just stop with the cliffhangers.

    2. It would’ve been nice to at least see these characters get some sort of conclusion to their status that doesn’t have their fates up in the air. The Zero, Battle Network and Star Force games did this and I’d argue it’s the reason you don’t see a higher push for sequels from fans to those games (‘cept maybe BN).

      The elder system was made to sound pretty ominous. Axl’s “infection” from Lumine made it seem like it seem like things were only going to get worse - or potentially interesting for Axl. Sure, we do know the ultimate fates of characters like X and Zero, but I can’t say I’m all for leaving characters like Axl or Volnutt in such awkward conditions.

      I agree that the main issue are the devs overestimating the longevity of each subseries, I guess my rant is the simple fact that they should honestly learn from this and just stop with the cliffhangers.

    4. I don't consider Legends 2 a cliff hanger ending. He was going to get off the moon, it was even implied by the bonus ending. It was just left as a comical ending vs actually showing it. I never expected Legends 3 to actually show it.
      That being said, Legends 3 isn't as critical to me as X9 or ZX3 as far as story goes. I'd totally play it though if they ever did make it.

    6. Also of interest is the mysterious item that would solve any energy crisis. The plot that is confirmed:

      "The game's story would have continued right after the events of Mega Man Legends 2. Two new characters, Aero and Barrett, would join returning ones to help rescue the protagonist, Mega Man Volnutt, from Elysium.[9] Chris Hoffman of Nintendo Power implied the finished game may have focused on a mysterious item known as the Klicke Lafonica and the aftermath of the Elder System reactivating at the end of Legends 2.[10]"

How about asking someone you know in Japan who can encourage the people on social media who made Rockman DASH 3 Devroom entries to email pictures and info of their Bonne Mechas, Townspeople, Reaverbots, Town Easter Eggs, and Bright Bats Mascots entries to you guys for English translation and you can email the Japanese entries to me or contribute to the Devroom articles I made.
